What is Clean Truck Check?
Clean Truck Check is an initiative from the California Air Resource Board (CARB) that requires heavy-duty vehicles that travel in the state of California to regularly submit electronic emissions inspections. This includes both in-state and out-of-state vehicles that operate on California public roads.
More formally called Heavy Duty Inspection and Maintenance (HD I/M) — Clean Truck Check is an emissions-reduction program for diesel and alternative fuel heavy-duty vehicles with a gross vehicle weight rating (GVWR) over 14,000 pounds. HD I/M applies to the trucks, buses, and motorhomes that create a majority of the emissions on the road.
Clean Truck Check Exemptions
Although most heavy-duty vehicles must abide by the CARB Clean Truck Check, some are exempt from the program. The following vehicles do not need to meet these emissions requirements:
Zero-emissions vehicles
Authorized emergency vehicles
Military tactical vehicles
Motorhomes registered outside of California
Historical vehicles
Vehicles operating under an experimental permit
New vehicles with engines certified to the most stringent NOx standard (less than or equal to 0.01 g/bhp-hr)
Gasoline vehicles
Compliance Dates & Deadline
According to the CARB website, here are some dates and deadlines to consider:
January 2023
Starting January 2023, Clean Truck Check began roadside emissions monitoring to identify vehicles with potentially high emissions. If a vehicle is flagged, the owner will receive a Notice to Submit to Testing (NST) from CARB and must submit a passing emissions test within 30 days. This test must be conducted by a credentialed tester.
January 2025
Starting January 1st, 2025, all non-exempt vehicles must pass an emissions inspection twice per year. Inspections can be submitted up to 90 days prior to the vehicle’s compliance deadline.
Example: A vehicle with a February 1st, 2025 compliance deadline may submit a passing emissions test as early as November 3rd, 2024.
January 2027
Starting on January 1st, 2027, fleets will be required to test four times a year.
How to Determine Vehicle Compliance Deadlines
Each vehicle will have a compliance test deadline in 2025. Owners must submit passing tests within 90 days before these deadlines. The dates for compliance deadlines vary for vehicles registered within and outside of the state of California.
Out-of-State Vehicles
Vehicles not registered in California have compliance deadlines based on the last digit in the vehicle identification number (VIN). Each number corresponds with a month and recurring deadlines are every six months from the last day of that month.
